Federal Programs

The purpose of Tennessee's federally funded Title I program, is to support local school districts improve teaching and learning for students in high-poverty schools so that these students meet the state's challenging content and performance standards.

The purpose of the English Learners (ELs) program is to assist students to develop proficiency in the English language, including the domains of listening, speaking, reading, and writing, sufficient to perform effectively at the currently assigned grade level. The purpose of this federally-funded Title III supplemental program is to assist districts and schools to improve the education of EL students by helping them develop English proficiency while meeting the same academic content standards required of other students.

ESL-Hiring Plan

The U.S. Department of Education’s Office for Civil Rights (OCR) enforces, among other statutes, Title IX of the Education Amendments of 1972. Title IX protects people from discrimination based on sex in education programs or activities that receive Federal financial assistance. Title IX states that no person in the United States shall, on the basis of sex, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any education program or activity receiving Federal financial assistance.

The Title IX Coordinator provides support to students, parents and employees who have experienced discrimination based on sex. To make a report or inquire about sex-based discrimination, including sexual harassment, please contact the Title IX Coordinator.

Training Materials for Title IX Personnel: Title IX 

Section 504 of the Rehabilitation Act of 1973 is a civil rights law designed to eliminate discrimination on the basis of disability in any program or activity receiving Federal financial assistance. Section 504 guarantees certain rights to individuals with disabilities, including the right to full participation and access to a free and appropriate public education (FAPE) to all children regardless of the nature or severity of the disability. Specifically, 34 C.F.R.§104 states: "No otherwise qualified individual with a disability in the United States...shall, solely by reason of her or his disability, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving Federal financial assistance."

Section 504 requires the provision of appropriate educational services; services that are designed to meet the individual needs of qualified students to the same extent that the needs of students without a disability are met. Essentially Section 504 was designed to "level the playing field," to ensure full participation by individuals with disabilities.
